SQL/PSQL: Handle jsonb operators in prepared queries
Add an option to disable handling of positional binding so jsonb
operators are not screwed up
[ChangeLog][QtSql][QSqlQuery] Add setEnablePositionalBinding() to be
able to disable positional binding.
Fixes: QTBUG-96636
