Trigger goals using custom dimensions

To create a Goal, we don't have the option to trigger it via Custom Dimension. Some teams have implemented Matomo on Mobile apps, not using Tag Manager and are creating Custom Dimension's (visit), but it's not possible to create Goals on Matomo from it. The Goals trigger is limited to Page titles, URL, events, downloads, link click, stay for a duration.
