Badge foreground colour sometimes blends into badge background colour with built-in themes

1. Switch to the Quiet Light theme
2. Open the Settings editor
3. Search for a setting
4. :bug: In the count element that says "X settings found", the black text blends into the purple.

I confirmed that the foreground and background colours are --vscode-badge-foreground and --vscode-badge-background, respectively.
