  1. Reorder rules about Sized 

    The rule about relaxing the bounds refers implicitly to the rule about
type parameters, but there was another rule in between, and it makes
more sense for that rule, which is about how the trait is implemented,
to directly follow the description of the trait.  Let's reorder
accordingly.
