Response to Intervention (RTI)

The Houston Independent School District is committed to providing every student with the support they need to succeed. As part of this commitment, we implement a framework called the Multi-Tiered System of Supports (MTSS), which includes Response to Intervention (RTI) as a key component.

What is RTI?

Response to Intervention (RTI) is a proactive and data-driven approach used to identify and support students who are experiencing challenges. Through RTI, schools provide targeted strategies and monitor student progress to ensure every learner receives the right level of support at the right time.

RTI is based on three key elements:

High-quality instruction in the general education classroom
 Ongoing assessment of student performance
 Tiered levels of support based on student needs

RTI helps address various challenges early before students fall behind and allows teachers to adjust instruction based on how well students respond.

What is MTSS?

Multi-Tiered System of Supports (MTSS) is a broader framework that includes RTI but also addresses students’ behavioral, social, and emotional needs. MTSS ensures that all students regardless of their background or learning style have are provided with appropriate resources and supports necessary for success.

Response To Intervention vs. Special Education

It is important to understand that RTI is not Special Education. RTI is part of the general education system and is used to provide extra help to students who need it.

Key differences:

  • RTI supports students before a referral to Special Education is considered.
  • It helps determine if a student is struggling due to instructional needs and not because of a disability.
  • If a student does not make adequate progress through RTI, a formal evaluation for Special Education services may be recommended.

Behavioral Intervention Services

If a student requires more targeted assistance beyond core instruction, our Behavioral Intervention Services may be the right next step. These services provide structured, evidence-based support for students facing behavioral or emotional challenges that impact their success in school.  Click Here
