CARE and Trickle Up are raising the bar for digital inclusion. Together, we’ve launched a new Digital Agency Measurement Framework—a first-of-its-kind tool that measures not just who is online, but whether women have the skills, confidence, and power to use digital tools to advance their lives and livelihoods. This shift from “access” to agency is critical for governments, NGOs, and donors working on digital transformation. Pilots kick off in 2026 across South Asia, Latin America, and Africa, and we’re inviting partners to join us in building this into a shared global resource.
