Implemented issue #7: Custom action after commit detection

* add edit box for the command line string to execute to the url dialog
* replace the strings in the command line:
%revision - replaced with the new HEAD revision number
%url - replaced with the url of the project
%project - replaced with the project name
* execute the command line string when new commits are detected

Implemented issue #92: Enhancement: Ignore list of users

Add option to disable the update check.

Bugfix: Clicking on the "Show Diff" button did not respect the setting "Use TortoiseSVN for showing diffs" but always unconditionally used TortoiseSVN.

Additionally: Two functions (OnDblClickListItem and DoCommand) which interpreted the setting have been refactored to use the new ID_MAIN_SHOWDIFFCHOOSE command.

Add an update notification if a newer version of the CommitMonitor is available.

Set the default entry in the list control context menu correctly depending on the diff settings.
This fixes issue #59.

Add entry "Check now" and "Options" to the system tray icon context menu.

This implements issue #51.

Add new context menu entry for the tree view to mark *all* entries as read, even the entries of all child nodes.
The existing entry is changed to behave that way, the new entry called "Mark node as read" now does what the original entry did before: mark only the selected node as read.

This implements issue #52.

Make using TortoiseSVN for showing the diffs optional.

Improve the diff function if TortoiseSVN is installed:
* if TSVN is installed, add a second entry to the log list control context menu for diffing with TSVN.
* if TSVN is installed, the default diff uses TSVN.
* to get the unified diff again (if TSVN is installed), the log list control context menu entry "show unified diff" has to be used.

This implements issue #13 (kind of).
