Thank you. I have solved this issue, but I'm not sure what was the reason. I have done two things: 1. Remove Zend Core Debugger, as I saw from phpInfo that php.ini is loaded from it instead from C:\PHP. I hope it will not make a problem if I install it again later because I use it for PHP debugging in Eclipse. 2.
