"When I put a setting in the php.conf specified on the php info page..."
File is writable and is not being overwritten. It's not updating ANYTHING,
though, even the stuff that it should be getting from the system itself,
such as the environment variables.

Fixed in CVS head.

May happen, if you and your computer disagree which config file to

Please ask the PHP developers for help. This is a PHP specific problem.
