Ok, so I removed the two ini files that come with the installation and I
restarted the server and accessed the url again with the same error.

Hi,
please check your php ini settings.

Removing any php ini file you can find should fix this. After that you can
check which ini setting crashes php. Probably some SAPI specific stuff (IIS
bindings for example).

Ever tried to open a shell and type .\php-cgi -v

before reporting this issue? I'm sure PHP will tell you which mistake
you've made.

I added php home dir(there is no bin dir in my install) to the PATH env var
and restarted the server. The server startup shows no errors. But when I try
to access test.php I see the same error again. Here is the whole stacktrace:
