Add altra-ubunut-{aarch64,armhf} builders

I plan to remove the hi1616 builder later if this works and I plan
to add more builders on the same machine with different configurations.

Explicitly pass the build triplet to the armhf builder

the armhf builder runs on an aarch64 machine, so we have to set the build
triplet explicitly as config.guess gets it wrong, even though the userspace
root fs is armhf.

The ppc BuildSlave runs on a ppc64 with ppc userspace, which requires
extra configure flags.

Update POWER8 ppc64 server to Fedora 25

Update the name of the POWER8 ppc64 server in order to match with the
new distribution.

Update the URL to the new instance

The new master instance has been migrated for a few months already.
I postponed this patch hoping that I would push a patch with the new
proper domain, but as it's taking too long to get it, it's safer to push
it as is.

scripts/slave/buildbot_selector.py (BOT_ASSIGNMENT): Add glibc-s390x-linux.

Turn off authenticated access.

Add 'glibc-s390x-linux': 'marist-fedora-s390x' to builder_map.

BZ#19760: Use $BUILDBOT_REVISION rather than branch head.

Obey BUILDBOT_CLOBBER environment variable.

Robustify sync step so it clobbers local changes in the working directory.
Fail the build if the sync step fails.
