make site a bit better on mobile devices
Tighten up spacing on smaller devices so the content is the focus,
and the navbar/topbar don't suck up so much fixed space.

newlib.css: move all style info to a dedicated css file
This will make it easier to share styles across all the files.
The sourceware.org website also requires separate CSS files in
order to apply styles due to CSP header enforcement.

index: replace frameset with a table + iframe
The frameset element has been deprecated for a long time now in favor
of using iframe's. GNU website standards suggest avoiding this as a
result. So replace the 3 frames with a table & 1 iframe. The table
inlines the top.html & left.html into the index, and keeps the main
content as a frame.
The experience is basically the same for end users. But it gives us
more control over document flow, and will make it easier for us to
adapt the site to different device sizes (e.g. mobile phones) which
the frameset structure does not.

faq: update cross-compiler entry
The crossgcc site hasn't been hosted on sthoward.com in decades.
It moved to a diff site long ago, but even that stopped working
a while ago. Send people to the crosstool-ng project as that is
the current standard in this space (and has been for quite a while
too).
