These are the docs/html files from the main repo.

Remove references to "3.13 and later".

The code's been in the git repo for long enough now that these
qualifiers are more confusing than they are helpful.

Clarify the build instructions.

Remove all the `@valgrind.org` email addresses.

Because Julian told me they are no longer valid.

There are still references to valgrind@valgrind.org in the user manual,
but that's defined in a different repo and the built manual is just
copied here when necessary.
