<beans:beans xmlns="http://www.springframework.org/schema/mvc"
    xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance"

    xmlns:context="http://www.springframework.org/schema/context"
    xsi:schemaLocation="http://www.springframework.org/schema/mvc http://www.springframework.org/schema/mvc/spring-mvc.xsd
        http://www.springframework.org/schema/beans http://www.springframework.org/schema/beans/spring-beans.xsd
        http://www.springframework.org/schema/context http://www.springframework.org/schema/context/spring-context.xsd">

    <!-- DispatcherServlet Context: defines this servlet's request-processing infrastructure -->

    <!-- Enables the Spring MVC @Controller programming model -->
    <annotation-driven />

    <!-- Handles HTTP GET requests for /resources/** by efficiently serving up static resources in the ${webappRoot}/resources directory -->
    <resources mapping="/resources/**" location="/resources/res" />
    <beans:bean class="org.springframework.web.servlet.view.InternalResourceViewResolver">

I externally added the mysql connector and then I 'put the same in the tomact/lib also . added in deployemnt also but no go. I think you must create META-INF/context.xml like this;

<?xml version="1.0" encoding="UTF-8"?>
<Context>

    <!-- Default set of monitored resources -->
    <WatchedResource>WEB-INF/web.xml</WatchedResource>

 <Resource  name="jdbc/TestDB"
            username="xxxx"
            password="xxxxxxxxxx"
            driverClassName="com.mysql.jdbc.Driver"
            url="jdbc:mysql://localhost:3306/TestDB"
            auth="Container"
            type="javax.sql.DataSource"
            maxActive="100"
            maxIdle="30"
            maxWait="10000"
            initialSize="1"/>
</Context>

Beside that you can look this question and this for help.
