fix internal symbian builds
1.) The internal dev envorinment seems to override binaries with qmake.bat
which exists the configure script. use "call" to avoid this
2.) The internal Symbian dev environment doesn't specify QT_MAJOR_VERSON
which is usually defined by qconfig.pri. Add this temporary hack until
the Symbian env has been fixed.
