Add a configure test for MeeGoTouch feedback support
Previously, the "maemo6" target was used to variate the building
of the meegotouch feedback plugin. This target no longer exists,
so this commit adds a configure test and uses the availability of
the meegotouch core library to determine whether the plugin should
be built instead.
