Cleanup around qtinfo.py
* cleaning up unneeded redeclarations in setup.py
* making sure our "-qt=X" get passed to cmake (doesn't make any difference so far, but makes sense)
* rename getQMakePath to getQMakeCommand and make it return the complete command
