When encountering an operator==() in C++ 20 and the scope
does not have an equivalent operator!=(), synthesize
operator!=() using the functions added for operator<=>()
[ChangeLog][shiboken6] The support for synthesizing comparison
operators in C++ 20 has been reimplemented and improved.
