shiboken6: Disable instantiating non-constructible classes/namespaces
When no constructors are there, generate a dummy constructor that
errors out.
[ChangeLog][Shiboken6] A bug making it possible to
instantiate non-constructible classes and namespaces has been fixed.
Fixes: PYSIDE-2966
