Android: bump Android target API level to 36
This patch updates
-Target API level to 36 into build tools
-Target API level to 36 in build.gradle files
-Target API level to 36 and build tools to 36 for auto tests
-SDK Build tool revision according to minimum supported API
level to 28.0.3 (Android 9) from 23.0.2 (Android 6)
