CMake: fix correct jar paths for in-tree builds for JavaDoc
Using only 'if(PROJECT_NAME STREQUAL "QtBase")' condition fails in-tree
builds to not getting a correct path to Qt6Android.jar. Add
QT_BUILDING_QT to the condition to fix it.
Also remove the use of QtBase_VERSION_MAJOR variable and instead use
QT_CMAKE_EXPORT_NAMESPACE to get the Qt major version in in-tree builds.
