Windows11Style: cleanup painting of PE_FrameGroupBox/PE_PanelMenu
Misc cleanup for PE_FrameGroupBox and PE_PanelMenu:
- no need to calc frameRect twice or when not needed at all
- don't copy QRect
- no need to save/restore painter as it's done globally
- no need to set aliasing render hint as it's done globally
