qFuzzy(Compare|IsNull)(): mark as noexcept
These all cannot fail, so can and should be noexcept. Most were
already.
Found in API-review.
[ChangeLog][QtCore/QtGui] All qFuzzyCompare() and qFuzzyIsNull()
overloads are now noexcept.
