Warn on any PUBLIC usage requirements specified for Qt plugins
Repositories have been changed to be free of this warning. We're now
changing the default of QT_WARN_PLUGIN_PUBLIC_KEYWORDS to ON.
Set this variable to OFF to disable the warnings.
