Correct placement of an increment to NumericTokenizer::m_index
It should only be incremented when accepting a prefix of the text and
returning its C locale equivalent. This hasn't mattered to date, as
the subsequent zero return implied rejecting the text anyway, but I
shall care about the end index for prefix-parsing.
