CMake: Fix LTO workaround to take into account more cases
Extract the '-ffat-lto-objects' compile flag workaround when LTO is
enabled into a helper function.
Teach it to take into account also the target specific
INTERPROCEDURAL_OPTIMIZATION and
INTERPROCEDURAL_OPTIMIZATION_DEBUG properties.
