CMake: Add an SBOM DOCUMENT_CREATOR_TOOL project option
The new option replaces the hardcoded "Creator: Tool: Qt Build System"
line in the SPDX document.
The option value should not include the "Creator: Tool: " prefix.
If not set, the old hardcoded value is used.
