Suppress unused lcQtGuiDrawHelper warning
Put lcQtGuiDrawHelper logging category declaration behind the same
feature flags as its users, to suppress a warning when neither
feature is defined:
qdrawhelper.cpp:38:27: warning: unused function 'lcQtGuiDrawHelper'
