Q_IMPORT_PLUGIN: work around clazy warning
clazy excludes Q_IMPORT_PLUGIN from clazy-non-pod-global-static. However
the refactoring in 82eb0fc09e048b60 broke macro detection.
We can work around this macro detection issue by declaring the RAII
class as static inside the anonymous namespace.
