remove support for CONFIG+=compile_libtool

[ChangeLog][qmake] Support for CONFIG+=compile_libtool was removed. Use
CONFIG+=create_libtool and/or custom compilers instead.
in addition to its utter insanity and superfluousness, this feature was
apparently quite broken anyway (QTBUG-35745).
