WinRT: QSettings stub
Enable the non-native QSettings path on WinRT. Native settings can
probably be implemented using
http://msdn.microsoft.com/en-us/library/windows/apps/windows.storage.applicationdata.localsettings.aspx
at least for Desktop WinRT applications.
