Merge branch 'ml/cygwin-fixes'
Remove some code supporting ancient Cygwin Tcl/Tk versions. Also fix
exploring working directory and making desktop shortcuts on Cygwin.

git-gui - use cygstart to browse on Cygwin
git-gui - remove obsolete Cygwin specific code
