Adapt callers to use generic hash context helpers instead of using the
hash algorithm to update them. This makes the callsites easier to reason
about and removes the possibility that the wrong hash algorithm is used
to update the hash context's state. And as a nice side effect this also
gets rid of a bunch of users of `the_hash_algo`.

We generally avoid using `typedef` in the Git codebase. One exception
though is the `git_hash_ctx`, likely because it used to be a union
rather than a struct until the preceding commit refactored it. But now
that it is a normal `struct` there isn't really a need for a typedef
anymore.
Drop the typedef and adapt all callers accordingly.

Remove a series of conditionals within the shared cmd_hash_impl() helper
that powers the 'sha1' and 'sha1-unsafe' helpers.
Instead, replace them with a single conditional that transforms the
specified hash algorithm into its unsafe variant. Then all subsequent
calls can directly use whatever function it wants to call without having
to decide between the safe and unsafe variants.

With the new "unsafe" SHA-1 build knob, it is convenient to have a
test-tool that can exercise Git's unsafe SHA-1 wrappers for testing,
similar to 't/helper/test-tool sha1'.
Implement that helper by altering the implementation of that test-tool
(in cmd_hash_impl(), which is generic and parameterized over different
hash functions) to conditionally run the unsafe variants of the chosen
hash function, and expose the new behavior via a new 'sha1-unsafe' test
helper.

A number of files were apparently including cache.h solely to get
gettext.h. By making those files explicitly include gettext.h, we can
already drop the include of cache.h in these files. On top of that,
there were some files using cache.h that didn't need to for any reason.
Remove these unnecessary includes.

Fix a memory leak in "test-tool test-hash" which has been there since
b57cbbf8a86 (test-sha1: test hashing large buffer, 2006-06-24), as a
result we can mark more tests as passing with SANITIZE=leak using
"TEST_PASSES_SANITIZE_LEAK=true".

Change various cmd_* functions that claim to return an "int" to use
"return" instead of exit() to indicate an exit code. These were not
marked with NORETURN, and by directly exit()-ing we'll skip the
cleanup git.c would otherwise do (e.g. closing fd's, erroring if we
can't). See run_builtin() in git.c.
In the case of shell.c and sh-i18n--envsubst.c this was the result of
an incomplete migration to using a cmd_main() in 3f2e2297b9 (add an
extra level of indirection to main(), 2016-07-01).
This was spotted by SunCC 12.5 on Solaris 10 (gcc210 on the gccfarm).

Since we're going to have multiple hash algorithms to test, it makes
sense to share as much of the test code as possible. Convert the sha1
helper for the test-tool to be generic and move it out into its own
module. This will allow us to share most of this code with our NewHash
implementation.
