isfdisk: improve --backup documentation
* add reference to backup section
* add note that backup is done always after startup
* remove TODO item about --backup, it seems that back after open is
only way how we can make it with current libfdisk, because
fdisk_locate_disklabel() returns current in-memory rather than on-disk
situation.
