Download from http://downloads.arduino.cc/packages/package_index.json Update the Installed Map at startup
they are now saved into {tool}/{version} dropping all extra folder levels.
There is a lot of duplicate code to slim down
version check is semver-compliant

Better using https://golang.org/pkg/path/filepath/#Join which uses pathSeparator and not /

Semver is missing in the vendor dir, that's why the build fails. |
