sync up or remove docs/api.md

docs/api.md has not been regularly updated. In fact, it has not been touched since 2016-08-18. It should document all the DJA APIs or be removed, making sure to cover any missing information in docs/usage.md.

Perhaps update to use `sphinx-apidoc`?  This will likely require writing a lot of missing docstrings.
