[Meta] Cloning submodules?

This was an old problem, but I've decided to report it since I'm about to run into it again: Essentially, Quicklisp doesn't clone submodules when cloning Git repositories?

This is rather important for managing Lisp-external dependencies.

It does clone submodules but then there's a problem producing a tarball from a repo with submodules. See #728 for some discussion of a specific library that was using them. The short-term fix is to use something else in the repo; the long-term fix is to teach quicklisp-controller how to make a tarball when submodules are present.
