I’ve configured my selection method via Edit > Preferences > Keymap > Select with Mouse Button to Right Click, which makes Left Click the default for placing the 3D Cursor.

However, when I Left Click on a mesh to place the 3D Cursor on its surface, the cursor appears to snap correctly at first, visually it seems to land on the surface:

But once I rotate the viewport, I notice that the cursor didn't actually land on the mesh, and is instead floating somewhere behind it.

It’s as if Blender is ignoring the surface and placing the cursor at a point along the camera ray but deeper into the scene, not on the object I clicked.

You probably have Surface Project turned off:

Surface Project Checked

Or you have disabled it under Edit > Preferences > Editing > 3D Cursor > Surface Project:

Preferences Surface Project

Try to enable all of these checkboxes.
