simply saying .. don't try to create apps or anything in

C:\WINDOWS\system32

so node can't access to that path . select windows user folder or a repo path on another partition that the current user have write access

I did create a directory on my desktop and used that path to create a new project... still the same errors (And also a circularjson deprecated warning. flatted is its successor)

Resolved this error. Had to go around-about way to resolve it. Downgraded my npm from 6.4.1 to 5.3.0, force cleaned cache and then ran the 'ng new' command. Thanks for all your help everyone.

I have the same issue, but I resolve it through the following step：

npm install @angular/compiler -g

npm install the dependent package globally

although I have resolved this issue, I don't know true reason.

in a Linux system, this is not must.
